STATEMENT OF CAPABILITY

Coordinator – Project Implementation and Management Unit

Ministry of Public Works, Energy and Ports

The Government of the Commonwealth of Dominica (GOCD) has received a Grant from the Caribbean Development Bank (CDB) towards the cost of establishing a Project Implementation and Management Unit (PIMU), within the Ministry of Public Works, Energy and Ports (MPWE&P) to assist in the management and implementation of major capital projects and intends to apply a portion of the proceeds to eligible payments under the contract for which this invitation is issued.

GOCD is seeking to recruit an individual consultant to serve as Coordinator of PIMU.  The Coordinator will be responsible for the overall management of the PIMU, including;

(a)            direct supervision of personnel working within the Unit;

(b)            oversight of procurement on projects implemented by the Unit;

(c)            establishing and managing suitable project management information systems;

(d)            directing preparation and submission of reports to lending agencies and to relevant local authorities;

(e)            establishing suitable monitoring indicators for the measurement of the work of the PIMU; and

(f)            maintaining general supervision of financial transactions to ensure conformity with the requirements of GOCD and CDB.

MPWE&P, acting on behalf of the GOCD, now invites individual Consultants interested in undertaking the assignment to submit Statements of Capability.

The incumbent must have a demonstrable track record of success in the management of civil engineering projects.  He/she will be required to have a BSc in Civil Engineering, along with a minimum of 15 years total experience in the engineering sector.  This experience must include 10 years experience in project and/or construction management, and five years managerial experience.  Useful additional assets include engineering design experience, post graduate qualification in construction management, and specific experience with procurement procedures of multilateral lending agencies.

A consultant shall be eligible for selection if:

(a)            the person is a citizen or bona fide resident of an eligible country; and

(b)            the consultant has no arrangement and undertakes not to make any arrangement whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

For the purpose of this consultancy, eligible countries are member countries of CDB.

Statements of Capability must be submitted in sealed envelopes.  Each sealed envelope containing submissions should include the name and address of the applicant and must be clearly marked: “Statement of Capability –Coordinator, Project Implementation and Management Unit, Ministry of Public Works, Energy and Ports”.  One original and three hard copies of each submission in the English language must be delivered no later than 14:00 hours on May 20th, 2011, to the first address below and one hard copy sent simultaneously to CDB at the second address below.

GOCD reserves the right to accept or reject late applications or to cancel this invitation partially or in its entirety.  It shall not be bound to assign any reason for not selecting any applicant and will not defray any costs incurred by the applicant in the preparation and submission of statements.

Senior Project Manager – Project Implementation and Management Unit

GOCD is seeking to recruit an individual Consultant to serve as Senior Project Manager in PIMU.  The Senior Project Manager will have lead responsibility for the development of project management expertise within the junior technical staff of MPWE&P, including;

(a)            providing guidance on procurement and contract administration on locally funded initiatives as well as repairs and maintenance type projects;

(b)            developing and implementing a project management and contract administration mentorship programme for Junior Engineers;

(c)            in conjunction with the Senior Architects, managing the work of Junior Engineers on locally funded projects;

(d)            supervising the preparation and submission of project reports to various governmental organisations;

(e)            monitoring locally funded projects throughout their lifecycle; and

(f)            assisting the Coordinator of PIMU in monitoring the work of Senior Engineers within PIMU.
