Is the local police methods wanting in crime detection and intelligence gathering? Is their training adequate in modern methods/approaches to crime fighting?
Are they motivated and passionate about carrying out their duties?
What is their strategy for fighting crime? What are the outcomes they expect from following that strategy? Do they have a means for measuring its success or failure?
What is their policy and practice for crime mitigation? Is it effective?

What about their own internal management practices? Is there adequate management of reports from the public to ensure that cases are effectively investigated with proper supervision to ensure timely interviews of complainants and tracking witnesses and obtaining their statements to bring a successful outcome?

Too many times I've heard complaints from the public that police do not take their reports seriously enough and follow up with a serious, purposeful investigation. Matters are allowed to languish with no follow up of initial action. They take a report, the end!
This suggests to me a lack of supervision of the investigators or management of these officers. Is there a manager who reviews files/ cases assigned to officers and given deadlines for action?

These are my random thoughts which may suggest to the police High Command to that a study of their entire organization is needed.
It is the Police we depend on largely to solve crime and keep crime down. It would be interesting to know what the detection rate has been over the last five/ten years.
