The Community of Latin American and Caribbean States (CELAC, in Spanish), expresses its strong condemnation and rejection against the assassination attempt to the President of the Bolivarian Republic of Venezuela, Nicolas Maduro Moros, in the city of Caracas, on August 4th, 2018, while addressing members of the Bolivarian National Guard during the commemoration of the 81st Anniversary of the founding of this competent military body.
The Community of Latin American and Caribbean States (CELAC) reaffirms its strong rejection of terrorism, in all its forms and manifestations, including its financing, whatever its motivations, wherever and by whomever it may have committed, considering that these terrorist practices threaten the life and peace of our peoples.
The Community of Latin American and Caribbean States reiterates the principles established in the Proclamation of Latin America as a Zone of Peace, signed at the Second Summit of CELAC, held in the city of Havana, in January 2014, in which Latin America and the Caribbean are reaffirmed as a Zone of Peace based on respect for the principles and regulations of International Law, including the international instruments to which member states are parties, and the Principles and Purposes of the UN Charter, as well as the permanent commitment with the peaceful settlement of disputes in order to banish forever the use and threat of the use of force in our region.
CELAC, avails itself of this delicate opportunity to reaffirm its commitment to the full validity of International Law, the peaceful settlement of disputes and the principle of Non Intervention and maintains its commitment to the construction of a fairer, equitable and harmonious international order, based on respect for International Law and the principles of the UN Charter, including the sovereign equality of States, the peaceful settlement of disputes, respect for territorial integrity and non-interference in the internal affairs of the States.
The Community of Latin American and Caribbean States expresses its solidarity with the Government and the People of the Bolivarian Republic of Venezuela and hopes that the officials affected by this violent act have prompt recovery, convinced that the Bolivarian Republic of Venezuela will emerge strengthened from this unfortunate event.
