The Bank was formally established on August 19, 1994, in accordance with Article 40 of the Eastern Caribbean Home Mortgage Bank Agreement, which was incorporated in the Eastern Caribbean Home Mortgage Bank Agreement Act, and subsequently passed in the member territories.

The Opportunity 

The primary objective of ECHMB Capital’s Investments Department is to maximize investment returns within prescribed levels of risk through a broadly diversified investment portfolio. Under the general direction of the Chief Executive Officer (CEO), the incumbent will assist in the administration and review of investment portfolio of the Bank. 

Duties and Responsibilities: 

Work closely with and lead investment staff, in an open and collaborative manner, to: 

• • Provide technical assistance to the CEO in administering the long-term investment policy, strategy, and portfolio manager oversight.
• • Work closely with investment advisors and in the development and execution of investment strategies and monitor compliance and risk associated with those activities.
• • Monitor investment processes and write clear and well-informed investment recommendations backed by appropriate research and analysis.
• • Prepare reports and presentations to communicate relevant information and recommendations regarding risk exposures and performance of the investment portfolio to senior management and the Investment Committee.
• • Monitors custody of invested assets and reviews performance reports of all marketable investments monthly.
• • Work with financial auditors and regulatory agencies to fulfill information requests.
• • Assist the Chief Executive Officer in any other task, as may be assigned.

Qualifications and Experience 

• • Ten (10) years of progressive managerial work experience with investment policy, multiple asset classes, strategic planning, and international capital markets.
• • A relevant post graduate qualification in Economics, Finance, Accounting or Business Administration.
• • A professional qualification such as CFA, ACA, ACCA, CIMA and FRM will be an advantage.
• • Experience in dealing with Board and Senior/Executive Management
• • Good Leadership and Team Management skills
• • Significant analytical and quantitative skills
• • Time Management skills
• • High level of discretion and confidentiality
• • Good interpersonal and communication skills (both in written and oral English)
• • Ability to work under pressure and to think ‘out of the box’
