We dubbed our last week’s Flashback photo “out on the field?” and wanted to know exactly where the three pictured in it were and who were they.

Josephine St P says:; “Veronica Cenac and her father Earl in the background.” Denis S. Ishmael wrote; the gentleman on the left is Earl Cenac. However no one pointed out the gentleman on the right. He is none other than  Sir Louis Blom Cooper famous here back in the 90’s where Government sponsored commission of Inquiries were concerned.

The photo was taken at Roseau during what was known as the Roseau Bay affair in the 90’s prior to the ‘97 elections and in it is Earl Cenac a land surveyor at the time, Veronica Cenac a lawyer and Sir Louis Blom Cooper. The Commission of enquiry probed the 26 acres of beach-front at Roseau Bay which became the subject of sale in September 1994 by a government agency, Model Farms Ltd (in voluntary liquidation) to a development company, Genesis Ltd. The story of the sale and purchase of the land, which had been intended for agricultural purposes in tenanted small holdings, focuses on two actors – Mr Nathalbert Husbands, the liquidator of Model Farms Ltd, and Mr Ausbert d’Auvergne, at the relevant time simultaneously the Permanent Secretary to the Ministry of Planning and the chairman and managing director of the purchasing company, Genesis Ltd.
