Assignment Title: Selection of Consultant to Provide Service of a Public Information and Communications Campaign

Saint Lucia has received financing from the World Bank toward the cost of the Renewable Energy Sector Development Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) includes the design and implement of a public relations and communications programme that provides public awareness and understanding of the need and benefits of developing indigenous renewable energy resources, particularly geothermal energy.
The Service is anticipated to commence in April 2023 and be implemented over a 30-month period. It is estimated that the Service will require an estimated level of effort (professional staff-month) of 24 person-months.

The Department of Infrastructure, Ports and Transportation now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Qualification and Experience of the Firm.
- At least five (5) years of consulting experience in the areas of mass communication; development, implementation and dissemination of public information campaign; and must demonstrate experience in reaching diverse audiences/stakeholders.
- At least two successfully completed similar assignments during the past five (5) years; which included the development of a national communications campaign and promotional materials for print, broadcast and public outreach.
- Experience working in public relations/communications in the Caribbean.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Procurement Regulations.
The Government of Saint Lucia electronic procurement system shall be utilized to manage this procurement activity.
