Assignment Title: Selection of an Individual Consultant to Provide Service as an Administrative Assistant

Reference No. LC-MIPPDUR-007/2022-CS-IC 

Saint Lucia has received financing from the World Bank toward the cost of the Renewable Energy Sector Development Project, and intends to apply part of the proceeds to consulting services. 

The consulting services (“the Services”) include providing assistance to the Project Implementing Unit (PIU) with general administrative, procurement, fiduciary and clerical activities, effective management of fixed assets registers, contracts register and leave records and inventory of stationery and supplies for the PIU. 

The Administrative Assistant will be engaged on a full-time basis and is expected to commence service by October 2022.

The Department of Infrastructure, Ports and Transportation now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 

1) Academic Requirements 

a) An Associate Degree or, equivalent qualification in Business Administration or Secretarial Services plus 2 years’ experience in a similar post. 

OR 

b) Caribbean Vocational Qualification (CVQ) in Office Administration with at least 5 years related working experience. 

2) Experience, Knowledge, Skills, and Abilities Requirements 

Additionally, the successful candidate must have the following experience, knowledge, skills and abilities: 

a) Demonstrated ability to input/upload, update and maintain procurement activity on the World Bank Systemic Tracking of Exchanges in Procurement (STEP). 

b) Demonstrated experience and knowledge of World Bank procurement and financial management procedures. 

c) Demonstrated experience and knowledge of World Bank procurement and financial audit procedures. 

d) Demonstrated experience and knowledge of Local public procurement procedures. 

e) Demonstrated experience with local government audit procedures and requirements. 

f) Ability to work as part of a team and function with minimal supervision. 

g) Good command of / fluent in written and spoken English. 

h) Ability to use computer word processing and spreadsheet applications and office equipment such as binders, scanner, photocopier, etc. 

i) Ability to communicate effectively and handle stakeholders tactfully, courteously and diplomatically. 

j) Good organizational skills and ability to prioritize work assignments to meet deadlines. 

k) Fluency in spoken St. Lucian French Kwéyòl. Ability to read and write in Kwéyòl will be considered an asset. 

A Consultant will be selected in accordance with the selection of Individual Consultants method set out in the Procurement Regulations.
